Scrollbars + size issue.

I have a site in frames. the top frame has no scrollbars, the bottom frame ocassionally does have scrollbars. now, the problem is that i have my layout centered. so everything lines up on both sides, but when those damn scrollbars come up it pushes the bottom frame over like 10 px. and it screws up my flow... anybody got a fix for this? hit me up, chris

Can't you somehow make it so the scollbar shows up all the time, even if the frame doesn't need to scroll....so the scroll bar goes gray?
