Sure, it doesn't matter, even Registries can't guarantee that they would offer every Registrar the same cost prices around the world, it depends on the domain registrations, how Registrar would promote the domain names, put on which position, and for how long, it is equal, this is also the right power to ensure the domain market's competition and vitality.

In my previous 9+ domain experience, price is not always the only factor for a Registrant or Reseller to choose a Registrar, especially on generic gTLDs like .com and .net.

We signed up with Namepros 5.7+ years ago as a Registrar, still didn't figure out what false advertising means, sorry.

Price of dedicated bandwidth in Hong Kong is higher than other areas' indeed. Nonetheless, if you buy multiple months, you can get a good discount in general.
