To be honest I would not go down the forum route, there are so many of them around for poker that you will find it hard to get members. The main problem is getting people to join, you see to start they will turn up at a forum, see there are not many posts and move on to the next one. This is a common problem with getting forums started, hence you see in here various offers from people trying to get started.
Personally ( and this is what I did with one site ) was put up a couple of pages. Pick a few of the more popular poker playing sites, sign up as an affiliate and put a fewlinks on your pages. For the content I would say you should write what you think of the sites, and if you have time keep it updated with the latest news from them ... Fairly easily done through their newsletters.
You will need to do some web design, but for most things I just use templates as I am not really looking to build a long term site and they give you a clean look for little work ... Also, lets face it, other than people involved in the business your visitors are unlikely to notice it is just a template

Put the site up, start submitting it to search engines and all the other tactics to get it noticed ... Especially visiting other foums where you can add a signature to your posts.
After a while the traffic will build up, then you can look at selling them again.
How much time you spend doing this is really the question,and everyone will do that differently .... Who knows, with the affiliate links you might find they make enough money for you to want to keep
