Register.com and Drops

Register.com has been holding on to a domain I want since it expired in April 2004.

Does anyone know what's up with that? Doesn't ICANN have some kind of deadline for registrars dropping expired domains?

Register.com has a long history of placing names under the whois of something linke "unpaid names department" and hangs on to them sometimes for a year or more. They normally won't even answer an inquiry on one, because I have emailed them about a few.
