Can i offer service such as placing MY ads for other sites which are not mine and like keep 10-15% of revenue from each site to my self . In such case people won't need to wait until revenue gets 100$ i will pay them monthly using paypal and ofcourse people don't need google approval for their site.
Is such thing legal to do ?

I do not think this is legal. I assume it is against their TOS?

I dont find anything in TOS that prohibits such thing. All web sites will be reviewed before ad will be placed. It's like all those sites are mine, why can't i place my ads on them.

yeah thats not against TOS but still i think it is hard to give my opinion
most free hosts they use on another sites but they dont pay profit
and you said you will pay profit to this people but how you pay to them and how you know which click came from which site
it obviously shows you are giving incentives to them so this goes against TOS

It's like having 100 sites that cooperate with me. each earns low 1$ every day. It's 15$ for me. Every site gets own channel and custom reports for that channel.

I don't think it's illegal to show others ads on other sites, take NamePros as an example, but what you intend is a little difficult.

I'd contact adsense just to be sure first
