In reviewing the terms of service for using adsense a question came to mind:

AdSense for Content. All content and Site-based Ads (and Ads served in response to end user clicks on and queries entered into Links, if any) shall be grouped by Google and displayed with Links (where applicable) to end users of the Site(s) as ad units (such groups of Ads and/or Links collectively referred to as "Ad Units") in standard formats as offered generally by Google from time to time, as may be described in the FAQ. You may select a format approved by Google for the display of Ad Units in connection with the Site(s), but You acknowledge and agree that Ads and/or Links: (i) shall only be displayed in connection with the Site(s), each of which is subject to review and approval by Google in its discretion at any time; and (ii) shall be subject to the placement guidelines set forth herein. In addition, You agree that while You may display more than one (1) Ad Unit on each Site Web page, You shall not display any Ad Unit on a page that contains Ads associated with another Google AdSense customer (e.g., Your Web hosting company), unless authorized to do so by Google.

Does the final sentence refer to ads placed on your site by another adsense publisher(e.g., Your Web hosting company) or ads placed by you to direct people to (e.g., Your Web hosting company)?

I guess what I am questioning is Google saying you can't advertise another service on your site,or you can't have ads carrying other peoples adsense ads on your site?

i am assuming the latter but want to be certain as best as possible.
Any experts on this?

That's saying that you can't have multiple pub-IDs on the same page.

but most hosting companies those who provide free host they are forcing ads to keep on another sites
now the question comes who is doing wrong

This is why I bring it up. To me it sounds like the sentence is targeted directly at free hosters and the practice of using adsense revenue to support the practice.If one was offering free hosting they would then have to put it in their TOS that the user not only had to meet ALL of the Adsense terms for their own site but additionally could not use adsense itself. On top of that unless the free service provider was on top of all his hosted sites constantly he would risk loosing his adsense account the minute one of his customers put up adsense ads without his knowledge.
