I am studying SEO and experimenting with http://troubled-asset-relief-program.net

I have it optimized for four keywords: Troubled Asset Relief Program, TARP, Bailout Bill, TARP Bailout Bill

You will see from the top 10 searches below, including the number of times the keyword has led to a visitor that I have completely failed in ranking for the keyword ‘bailout bill’ even though I have plenty of articles with this keyword in the title and body of the text. Why?

Is it because bailout bill is a far more competitive keyword, or is it because it doesn’t feature in the domain name and to have a keyword in the domain name is a massive advantage. Or some other reason?

seo involves much much more than keyword stuffing a title and body.

i agree, but having done the same thing with all four keywords why is it that two are successful and two have had zero success?

that domain is best for the first keyword search term you listed

but the other 3, i don't see how having that domain would give you a huge edge. esp with the bailout bill

Keyword density means so little these days. You can rank for a keyword even if that keyword is that mentioned in your site. this has happened to one of my sites.

I suggest you concentrate on content and backlinks to improve ranking.
