I have not long started with this site but is generating traffic already but i need to sell it.

No revenue as no adverts were put on as i was going to run as a personal hobby site but needs must.

Does it come with IPB license or is it the free version? and can you still use it legally?

IPB V1.3 comes without lisence as no need for one it was free. and yes can be used legally just not allowed to distributed.

As ive been running forums for years i have all versions of most forum software just for purposes like this when i dont want to spend $xx on forum software.

I don't think hes selling it here too, just on ebay.... Originally I think it was being sold here but he moved the auction to ebay.
