How does a person holding a trademark + extra affect your trademark?

For example if I want to trademark "move people" to public speaking

and someone has already trademarked "lets move people" for public speaking

how does this work?

Your TM application would most likely get rejected as it would be a conflicting TM. At least I think it would be too risky to try it.

I dont think it will be risky. I have been using such TM and i dint get into any trouble till now.
