Question About Creative Commons and Website Templates

I'm new to domaining, and I read about how it's a good idea to get a website template, and put them on your domain and add content to generate traffic, and google ranking so it's worth more.

While I was searching for free templates, all I came across was a bunch of templates that are under the creative commons. While it says they are free to use in any way as long as there is a copyright at the bottom, it also says you may not sell the templates. Does this mean you can't sell them in template packages, or does it mean you can't sell them at all?

I was hoping I could put a template on my domains, add content, and sell the domain, website and all but I don't want to do that unless I'm sure I'm not breaking some sort of copyright laws.

I'm not sure on the exact legalities, but I would assume that you can sell the site as long as you tell the potential buyers that the current design is under a CC License. You can not sell a template in a package since they are not your templates. You theoretically could sell a link to the place; ie. have someone pay $1 for a link to that free template.
