Question about AdSense TOS

I downloaded a zip file full of premade websites designed for Adsense.

Would it be against the TOS if I used my google ads on the site because i've read that someone got banned for uploading them on their site.

most of the users uses this types of websites because one need to spend a lot of time to write their own content but i didnt readed this against tos
