I am looking to buy a name from a guy that has Name Cheap as the registrar. Is he able to push the domain to my GoDaddy account or do I need to have him push it to another Name Cheap account I'd need to create?

Yep, it's possible to transfer from any registrar to any other, as long as it's one of the common TLDs. You'll need to ask for the domain's transfer authorization code to start the transfer at GoDaddy, and the seller needs to unlock the domain at namecheap.

No, he cannot "push" the domain from Namecheap to your Godaddy account. Pushes are free domain transfers from one account to another, but are limited to the same registrar (or reseller of a single registrar).

You can create an account at Namecheap and have him push the domain to you there or put in for a TRANSFER at Godaddy which will require you to pay a transfer fee equal to one year of renewal.

Worth clarifying from nielsencl's post is the transfer fee that "is equal to one year's renewal fee", does give you 1 more year of registration along with the transfer.

In regards to Namecheap, I have recently started using them and they seem great so far. Resonable prices and they have a 24/7 live chat customer service. I have read others experiences, but I'd recommend them from my experience.
