Private domain purchasing question

I am interested in making an offer on a domain, which would fix my business venture perfectly. The domain is currently parked on Godaddy. The whois info is locked. I have no way to contact the person. what can I do?

for general advise since i don't know the domain, contact whatever email they have placed on their domain whois and it's gonna be forwarded to their real email address within 24 to 48 hours.
