I use Namecheap as my registrar, and they have the option to preorder some of the new domain extensions.
It doesn't say much about it, but if I preorder am I guaranteed that domain when it (the extension) become generally available?

- Pre-ordering does not guarantee registration of a domain. If we are unable to register your pre-ordered domain, the pre-order fee will be refunded to your Namecheap account funds.
- Your pre-ordered domain will not be submitted for registration if there are not sufficient funds in your Namecheap account to cover the registration fee and mandatory $0.18 ICANN fee 24 hours before the domain enters General Availability.
- Pricing listed is for the domain registration. Pre-orders will have an additional fee of $3
