It doesn't seem Premium to me, according to overture, PPC etc.
BTW do you want to buy it or register it? Because actually you can register .in for 3-4$ for the first year.

Buying is from another person that is owning the domain.
Registering is when the domain is available.
You can pay 3-4$ at Mitsu.in or Name.com (and also other).
