One word, tactical.
Google see that they are the boss of PR and they decide where there little friends go. MSN is not a friend of Google so they downgrade there PR, you can see the anger in the faces of Microsoft right now. IE is only there becuase... why is that there? Intresting too see IE being there. I don't think many people would link to IE or search for IE.
