For the first time in its history, the Internet is running a real risk of fracturing into multiple and perhaps even incompatible networks.

At a meeting in Geneva last week, the Bush administration objected to the idea of the United Nations running the top-level servers that direct traffic to the master databases of all domain names.

That's not new, of course--the administration has been humming this tune since June. What's changed in the last few months is the response from the rest of the world.

Instead of acquiescing to the Bush administration's position, the European Union cried foul last week and embraced greater U.N. control. A spokesman said that the EU is "very firm on this position."

Other nations were equally irked. Russia, Brazil and Iran each chimed in with statements saying that no "single government" should have a "pre-eminent role" in terms of Internet governance.

Important issue here for all domain name owners!

I'm not sure how this is going to play out, but things could get ugly if no one is willing to compromise and the domain name system is split into different services.

I know the words "Bush administration" can cause a knee-jerk urge for some people to post something nasty, but stop and consider -- do you really want the United Nations managing the domain name system?

Nobody wants your business. Keep your business as much as you want. Common mistake made... the Web is not only US business. Certainly, nobody is threatening you. The US are kindly invited to assist in that transition. That's all. If people around GW Bush say no, it will be no. There will be another DNS system created outside US and away from VeriSign's greedy hands and under UN jurisdiction. Several hundreds of optic cable switches need to be turned from right to left worldwide and US will get their nice little local Internet. And if US operators need to access the World Wide Web, this time they will need to pay fees. That's it.

Do you like the prospects of such a future? Of course not! Only idiots can position themselves for such a development. Because (1) it will not be a simple process and (2) there will be no winners. But as already said, the rest of the world can exist without the US. US however can not exist without the rest of the world.

I am not crashing anything. I stick to facts only. I can understand though how uncomfortable for some people these facts can be. My reminder about where and who has invented the Web is in response to a pretty ignorant analogy.

This simply indicates people echoing that statement are unaware of history of the World Wide Web. They do not know that the WWW was invented in CERN, Switzerland/Europe in 1989 and not in the US. Speaking about business you should say how much did ICANN or VeriSign have paid to CERN as a license fees for using the hypertext/HTML technology? Answer is ZERO! So, stop shouting how somebody wants to steal what the US business created! This is not in line with proven facts!

This is not my goal here to teach you how WWW is structured around the world but it is pretty obvious what I have in mind. He's not quick enough to catch on that "inventing the www" is not akin to "building the business". Although it's sweet how we're all "ignorant" because we think that the building/financing/development of the internet is worth more than the idea and first inch of it ever could be.

He's a little lacking when it comes to distinguishing "Facts" (Like 2+3=5) and "Opinions" (Like MTV News = Reliable).

He's a little volatile in replies; although I have to admit that Napoleon (and his complex) was a cute little fellow.

And while he talks a big game about not liking the US or our people, he'll never block US IP's from his site (If he even has one, I'm not convinced that he's not just a little troll in JuVi some where) because it is our commerce that drives the web (Don't lie folks, American $'s make the ads go round, no matter what you think of our country's policies.)

So really, feel bad for wildbest that he can't form a coherent argument and is reduced to insults and wildaccusations. Have a little pity. In fact, I'll donate 1NP$ to him to help keep him warm this winter, wherever it is that he's hiding. So Merry Christmas, little troll, and enjoy the 1NP$ (Don't spend it all in 1 place!).

I was going to stay out of this thread after my initial post, but this is just ridiculous. Yes, indeed, it is sad that one wishes to push their political feelings/ideas/etc into these type of threads. These threads are never started to turn this way. Yet a few see this as an opportunity to bash ones country and/or political beliefs etc. I can name a few of them, but won't. Seems they are somewhat "heated topic" junkies. We have lost a few good members due to these type of discussions. And won't surprise me if we lose a few more... There is nothing wrong with a good healthy debate. However, why must the whole political thing start? The country bashing? (Mainly the US) It's pointless. It's un-needed...

It is not about "Blocking US IP's" And the USA being able to bring down the rest of the world, or Europe being able to survive without the USA. It is about co-operation. The currently situation is just not right. Imagine the Democrats being in power in the USA even though they only have 23.2% of the vote.... that would leave 76.8% of the USA unrepresented. Now you begin to see why the current situation is not right. Bush keeps talking about Democracy, but I don't see it now.

After posting this comment, I don't want to here all about Communist China and how they would infringe on our online rights, because lets just face it, they will never have control over the internet, but they should still be able to have a say (the same as any country) about what goes on.

The internet is GLOBAL and a massive tool for business and communication. Such a situation would never be tolerated in Business, so why should it be tolerated now? The USA is not the only country where Ecommerce takes place (which, is what it sounds like according to some people here) and in fact there is more spending per capita online in the UK than in any other country. In Germany, people buy more goods per year online than any other country, if the Internet plays such a major role for these countries (apparantely, according to the figures a larger role than the 'net plays in the USA) do they not deserver to have some control over what goes on?

I am not saying that the UN should take over the responsibility, but I believe that all countries should have a say about what goes on considering that the majority (by far) of internet users are not from the USA.

Currently, the situation stands thus, that it would be the same as the UK dictating US laws simply because it has a monopoly over the ability to make laws. Even though people in the UK may be using these laws, the majority of people living under the laws would not have had a say in their production.

We are now talking about the future, where the internet will have to have International laws governing many aspects of it. That law cannot just be US law and will need the co-operation of all countries which have access to the internet. This is now the basis that the future needs to be built on and the USA cannot just expect the rest of the world to have it's future dictated to it.

Not only this, but in the coming years we can expect the rest of the world to see an explosion of internet usage, whereas growth in the USA will slow down. The internet is becoming ever more accessible and within 10 years, we will see the USA's market share fall below 10%.

I think it's quite obvious the US isn't the only country involved in the internet. I also think it's quite obvious that if ITU did get control of the internet you better break out your check book. If you feel comfortable with your current government taxes and the way they spend your money then feel free to back this agenda all you wish. I on the otherhand don't.

I don't care for GW and if they had a public vote for impeachment tomorrow I would setup a tent at the voting booth tonight. But what I do agree on is lawlessness in business as I know it now. And in addition taxing me for that lawlessness.

Lets use typosquating as an example. If the ITU did get control of the root whos laws are they going to enforce typosquating by? Is there going to be an international court for internet crooks? Are we going to have a world court? Where are they going to be locked up? Or will the be allowed to setup shop in a safe haven and typosquat as they wish.. Thats the most likely senario. I mean really what does the UN do as it is now to root out any other type of crook, criminal, or terrorist?

All of this is going to be a direct cost increase to your business. If you buy and sell domains you can very well bet the prices of registrations will increase. rapidly. You can also lay money with good odds on new tlds being approved to anyone who throws money their way. You also better start searching for an accountant if you don't already have one because your taxes are going to be a nightmare to figure out.

The link you provide doesn't say anything (that I saw) about revenue and/or money spent/generated/made/etc via the internet. Sure, there may be other countries with more users but I'd like to know who generates the most commerce via the internet. I'm guessing it'll be the U.S. but I could be wrong! :)

Oh craps... Honestly speaking I can't take you seriously if you really deny that the current system isn't broken or worth to improve (if not fix). Just to name a few of the issues related to ICANN:

- Not as expert driven as the ITU and other more independent organisations. ICANN seems to exist more to do money than actually improve the net.
- Not as independent as it should be. The recent ruling by the Federal Trade Comission about .xxx is a good example. De facto a single country has too much influence on it.
- Haven't done much to improve the basic infrastructure of the Net. More root servers, etc.
- Has been soft on Verisign. Remember the case a few years back with Verisign causing non registered .com and .net domains to trigger their landing page.

Splendid example about the so common analogy among typical Americans about what's "wrong" with the UN. Corruption. Indeed, certainly the US has never experienced corruption... As I already said my previous post, the Internet should be governed by no nation or government alone, because cyberspace is like a void without borders. It needs an independent top level organisation which would control the framework and develop it for the benefit of a global economy and welfare, and for technological advancements. Right now I foresee that ICANN is more like a bottleneck for the Net to grow and prosper. And this is a very global viewpoint, not biased by me being from Europe.

Oh and more thing. When you gave that lame example about China being in control, you refered to freedom. Surely it was very libertarian that the FTC stepped in to stop sexuality to get recognition? More like limiting those freedoms you just refered to, in the way China limited freedoms in your vision.

Certainly there's a use for the Internet around the world, even in extreme poverty. Human rights aren't related to this, but in a sense we could sum up that certain type of rogue nations indeed shouldn't have a say in these matters. No, that's actually not the case. I pointed out in my list of ICANN problems some key signs of why the current ICANN just doesn't work for the common good of the cyberspace. Because it's just not capable doing it, being rigged mostly with the financial interests of a few, one single government clearly oppressing it and it not vigorously expanding the Net and making it's infrastructure more redundant. Right now it's more the ISP corporations doing it, rather than ICANN having any stake in it, despite they should.

Ultimately, dear fellow domainers, this IS NOT an issue about the UN, US, EU, ICANN, etc, but about what will happen to the Internet itself. Remember this. Do we want to cherish it and keep on domaining or do we want it to be ruined by a few players? I presume no. To avoid this, we need to push for the Net being independent and make sure it develops further. Any traditional politics causing the Net to split would be terrible, so this needs to be avoided. And that can only be done with an impartial body. Call it for instance the "Internet Federation."

Update on the situation:

The United States has won its fight to retain control over the internet, at least for the foreseeable future.

The world's governments in Tunisia finally reached agreement at 10.30pm last night, just hours before the official opening of the World Summit this morning. In the end, with absolutely no time remaining, a deal was cut.

Equally, there will be no new oversight body for ICANN, or no new ICANN come to that. Instead, all governments have agreed to work within existing organisations. Effectively that will mean within the Governmental Advisory Committee (GAC) of ICANN. Note the word "advisory" because, again, the GAC has no powers of control over ICANN.

However, head of ICANN Paul Twomey promised delegates that ICANN was happy for the GAC to recreate itself as it saw fit. Twomey later pointed out to us that although the ICANN Board has to approve any GAC decision, there has yet to be an occasion when it hasn't gone along with it. A special meeting of the GAC will be convened at ICANN's conference in Vancouver in a fortnight's time.
