Photoshop design question help!

I know this isn't a photoshop board, but it's the only computer related board i'm ever on.. and everyone is so helpful/knowledgable.

I need to create a cool music like postcard for a club. It's not generally the style in which I design. i'm wondering if anyone knows how I could create the background type effect on the attached image.... specifically the cool blue background.

are there tutorials out there. do i use photoshop or illustrator?

any help would be awesome.

Hi, All the background is as far as i can tell is grunge brush's with layer styles changed.
Go to www.good-tutorials.com and search how to make grunge brushes it should ell you there.

To tell you the truth, that is very easy. Get 2 renders of people, put them on a bg of white. Grab a pic of a street or w/e and place it in the bg. Then grab grunge brushes and go crazy with blue. Maybe try some layer settings and filter effects. Then grab a render of a star, cut it out, and duplicate it about 50 times like he did and position it right so it looks like a rectangle and write words inside. Hope that kind of helped.
