can the owner of a domain pull the domain out of the "pending delete stage". If so, is there a fee and is it difficult?

I don't think so. You have to wait 5 days to get it when it's released, if you are lucky as no one backorders it.

If it's pending delete it's too late. As long as it's in redemption the owner can claim it back. Fees vary from $80 to $200. Depending on the registrar.

Please note that for certain TLDs like .us terminology is different:
pending delete restorable means redemption. The domain can still be recovered. After 30 days status will change to pending delete (below)
pending delete scheduled for release means pending-delete. The domain can no longer be recovered and will be deleted within 5 days.

You usually see this on expired domains that are registered with Network Solutions. Instead of dropping the domain Network Solutions will send it directly to snapnames. So you need to backorder with snapnames. Of course you may end in a bidding war with other people. The benefit is that since the domain is not dropped the creation date is not reset and you can get older domains with way.
