PayPal - Utility Bill ???

I just got a warning from PAYPAL that my account got LIMITED and I have to provide a Credit Card and a Utility Bill.
I had 3 questions:-

1) What exactly comes under UTILITY BILL ? Can a Invoice be under it ?
What if I dont a utility bill, will my money stay locked ??

2) Will they need both, the Credit Card and the Utility Bill to unlock my account ? Cant Credit Card do the job without the BILL ?

3) Was your account effected like this before ? I mean you got this warning even your account was VERIFIED with credit card ? Any cases ?

it happended to me just after a NUT scammed charged back his money i think...so the money was still on hold with paypal, and few days later i got this warning!

Sounds like a spoof to me.. if the email doesn't start out with yer real name, it's not from PayPal. But in any case, I'd forward it to [email protected] first to be sure!

Never happened to me.

But yes happened to some people on another forum and from what I have read they do need docs to be faxed to them.

You can check your account by logging in. That is it really limited.

it isnt spoof, as its already in my account...
I need a utility bill and Card...

But, where will i get a utility bill ??

The utility bill i have is of another country and not on my name.....as am student.....
