alert PayPal Spoof?

Hello Mods and Mems,

I received an email from what could or could not be PP.
It stated my Account Statement was ready to view.
I all my years with PP I have never received such an email.

The link shows https://epl.paypal-communication.com which goes to a
503 Service Unavailable
No server is available to handle this request.
if I just paste it in.
If I click the actual link in the email it takes me to what appears to be a regular signin page.

Any ideas on this?

Of course I searched and got conflicting results.

We can find out from the original message, maybe someone can help whether this email is PHP script or not. IMO
