PayPal Help

Today I received a creditcard payment, which requires me to upgrade to premier or business before I can accept it. But upgrading means more fees in the future when I receive payments, no matter it's credit card or not.

So does anybody know if there's a way to downgrade after I upgrade?
Or do you have any better solutions to this problem?
