can someone help me with these questions.

you dont have to give your CC to paypal. as for the UK hosting, half the sites i run across for hosting are UK so it shouldnt be to hard to find one

Depends on the websites you go to, some of them accept payment without CC and some require CC details.

I think you misunderstood the question
He asked if you use paypal, you have to give CC info
And the answer is never

You don't need to give your CC Detail's when using PayPal you only give your CC Details to PayPal if you want to verify your paypal account.

If you verify your PayPal account you won't have a limit to how much money you can have in your paypal account, you won't get any fee's when you receive payments and many more cool stuff :D

The way he asked the question, it sounded to me like he could be referring to CC with websites/PayPal. ;)

It depends what kind of an account you've got. If you have a personal account then you aren't charged fees to send or receive money. However, you can't accept credit/debit cards with a personal one. If you've got a Premier or a Business account then you are charged for each payment you receive, no matter if it's paid through a debit/credit card or if it's instant funds in their PayPal account. :tu:

You can't get hosting from most places without getting a credit card added to paypal, I'm in the same situation as you are, since most hosts use paypal's "subscribtion" feature, and that requires a credit card. However, you may contact the host admin directly and ask him to send you invoices instead, which doesn't reaquire a credit card. Most smaller comapanies will let you do that.

you can try http://www.destiny9.com they don't require you to pay through subscriptions. there plans are also quite cheap :)

You can also link a bank account to your paypal to make payments.

most banks should be able to put money in your paypal account.. well atleast the "well-known" banks.. :D hehe
