i am looking for a domain with a parked page or a mini-site up that is already making "passive" income

meaning, i wouldn't have to pay for visitors or aggressively build/sustain links to keep the income flowing

i understand that you'd deserve a premium for finding the domain and getting it to generate revenue, but don't think that you're going to earn $1,000 if it's only getting $5/mo

the seller should give feedback on the buyer right away, instead of reciprocating feedback. that way good buyers don't get hosed by bad sellers

Reciprocating feedback is fine...if an issue arises you can let a mod or staff know.
A seller could use the same logic and not leave it waiting in case you reverse a transaction.
