If you use parking and have webmasters you may want to vote this as a good question so we can get it answered officially, as it could affect the value of your domains
Many pages on the internet are parked or have minimal content (deliberately or neglected) and aren't listed (or delisted) even for their url www-example-com. Are these penalties removed when the site actually becomes developed

Personally I'd like an official answer to this as I've noticed many parked domains are deleted from the index.
Its bad enough that people can't find the url when they are looking for exactly that, but if penalties are long term, than that should be known and considered if you are using sedo parking or whatever to list your domains.
Putting a checkmark on this should increase the chances of getting an answer to a question that affects anyone who uses parking.
