Who has the rights over a person's name as a domain name?

Can somebody please tell me who is entitled to a person's name as a domain?
Can anybody just register a name like Joebloggs.com and be safe from Mr Joe Blogg and his lawyers?

And what about 'sirjoebloggs', if he gets knighted then what?
All are parked and not interfering or confusing with any site or business. And besides, they do not come born with 'sir' on their birth certificates so am I entitled to keep these names? Please somebody clarify the legal situation regarding owning peoples names. Thanks.

How to defend yourself? Get a darn good barrister and be ready to set time,
money and effort for it.

And start putting something on those domains, just nothing commercial.
