Not all domains are good for outbound. If it is :

- upgrade to other domain, like Hotline.com to Hotline.info
- if it is a service, you can reach vendors of the service. Example : MedicalDoctor.me you can send email to Medical Doctor.
- if it is a popular good, you can reach to vendors of the good. Example : MarbleTiles.com, you can reach vendors of Marble Tiles.
- GEO domains, like MadisonAvenue.us, I had reached to some companies in Madison Avenue, and one bought it through Afternic.

But you can't outbound email to offer domain with no reason. It will be considered as a spam. And not useful too for both you and the target if the domain is no correlation with their Business.
