domain .org of a big politician?

How much do you think it would be worth? It is currently available to register.

The .com and net are taken and owned by him or his company already.

He is a big (corrupt) politician from an Asian country. Pretty sure his wealth is in the hundred millions if not billions.

Perhaps it would be possible to develop the site and then contact him and try to get him to buy it? Thoughts?

nothing at all. There is no value to a name like this, any way you look at it.

And if you do buy it and contact him, then you can anticipate paying him a lot of money.

If he used the .net/.org and you had the .com AND you had a reason to have the .com, such as you sharing your real name with him or using the domain as a fan site for somebody with the same name, you may be able to justify the sale.

You need to have registered the name in good faith. Trying to extort money from somebody who would rather pay $20k to crush you then give you the $100 in extortion is a bad idea.
