Hi, I hope these don't seem like stupid questions but here goes.

When you enter a domain and it brings up a search page (on a redirect), is this domain actually considered to be in use? Is there a way to buy such a domain?

Is it considered improper to contact the "who is" listed owner of said domain and inquiring about buying it. and lastly, is there a way to protect myself from being gouged on the price of the domain?

if you enter a domain and it brings you to a search/parked page, i wouldn't consider that domain to be "in use"; however, that domain does belong to someone else (which you can find through whois).

the only way you can buy that domain is to buy it directly from the owner, or wait for the domain to drop/expire and then to register it yourself (usually quite unlikely).

it's not improper to contact the owner and inquire. just be sure to be professional, polite, and concise.

there is no way to protect yourself from being gouged. the domain after all belongs to the owner, and they are under no obligations to sell at a reasonable price. although, if they aren't really "using" the domain, and they aren't making that much money from it, then their selling price (if willing) shouldn't be too high.
