Need Web Designer for Template/Css Design $$$

Hi guys,

I have a current template that I need modified. It's in HTML with Css embedded in it.

I need a web designer to tune a template to add a dropdown menu, a seperate css file, 2 nav bars that are universal throughout the site, and the colors changed to a teal.

I have a photoshop of what I need done approximately with the design.
