Need SMALL webspace, needs to be TOP reliability and speed - WON'T be used for proxies

I now have hosting, thanks to TheArbiter!

Hi there, I'm looking for a small amount of webspace.
As it's a VERY small amount, if I can pay in NP$ that would be preferred.
Please Note: I am NOT planning on using this for proxies at all, and Reseller abilities are not at all needed, I'm looking for people who have Cpanel on a VPS/Dedi who are happen to sell out a tiny portion of their server.

Around 250MB is needed (Note: I'm only using 35MB atm)

5GB Bandwidth (Used 600MB in whole of August)

I need the ability to pay E.G. 20cents/10NP$ per GB I overflow. Although I'm not expecting to get anywhere near my limit.

cPanel (req.)

Unlimited domains, MySQL databases, etc, etc (It hardly costs a penny for these so it really is needed, if 'unlimited' isn't possible, I'm looking at least 100+)

FAST servers, I really do need faster servers, some slower hosting companies with 1-10MB lines really are a bit slow, especially when there are loads of other customers on the same server.

Reliability: I need at least 99.9% reliability, but if you could get .95 or even .99 that would be awesome. If you have proof of reliability too, please do link me to it.
