It is like the web hosting reseller but cloud hosting is different.

I understand what you want but I have to ask you why you need it.
For example Clustered hosting is needed for more than 4gbram use, 750 hd and so on.
What websites will you host?

If I have to host a simple reseller hosting, it's absolutely useless a clustered hosting.

I have only 1 load balancing infrastructure -not yet operative- on 2 servers (8 gb ram, xeon 8X2 ghz and 1gps connection each).
A reseller hosting will be very expensive on hostinvent loadbalancing for you (more than $450/month).

But I don't understand this rackspace plan.

May I know this company name? How much this company will invest on you?

Cloud hosting is expensive and is only worth it when you know that you website that popular that it will get hit/viewed constantly.
I recommend sticking with a regular shared hosting till then or upgrading to a dedicated server or VPS if need be.
