I'm newbie in web design, but I need webdesign for my site. I need some tools which help me to create my site easily. Can you suggest any?

You will definitely want to start by using a WYSIWYG editor (ex. Dreamweaver) and a graphics program like Photoshop or Paint Shop Pro something along those lines. I would say to become more efficient at development in the long run though try to learn about the code also.

Dreamweaver and Photoshop are the best tools for design and coding your design...

They are both rather pricey though...

I realy bad in photoshop and Dreamweaver. I'm looking for site builder or something like this.

Well you could get GIMP which is 100% free and mirrors Photoshop. Then I would learn tutorials on sites like pixel2life.com and play around with it. You could always start there and learn how to slice the images into a site from GIMP. It's a starting point if nothing more.
