How can I check whether my new domain name is a banned domain name or a banned site?

what's the domain?

try typing into google: "www.domain.com" and "domain.com" (without quotation marks). if your site shows up then it's not banned.

the other option is to look at your domain through webmaster tools. if your site is banned then there won't be any information available.
