I bought it as a site for reall cheap and I know the risk but If somebody can share his opinion about it?

Obvious TM.

As I can see, trademark holder (NBA Properties Inc.) is not so active in defending their TM rights.

But you should know there is no chance to develop this name into a website (nba forum or something similar).
Also, there is no way to develop it in any other way.
So, no advanced strategy and no maneuvering space for you.

Unfortunately, all you can do is sit on it and wait for some naive buyer.
