ok you got the promo in your mail, then I don't think it is for new customers only, maybe a temporary bug.

Could be. Maybe location restricted. Maybe they sent it early. I'm in the EU so if they sent it early by accident it won't work untill tomorrow. Who knows.

They usually run good promos. Waiting for some transfer deals actually. Dot net will increase next month so a promo would be a welcome gift
