I've never made a steady revenue with parking. Most of my names were either brandable, or had Indian traffic (which has very low CPC), and the few premium names I had were all meant for flipping, so I could never monetize them for the long term.
Starting last month, I decided to put up some mini-sites on a few of my keyword rich domains to see how it worked out.
An example is the site at FloridaStateHealthInsurance.com. I used a custom theme generated by the Artisteer software, which is great if you want to mass-develop.
I haven't taken time to do any link building whatsoever. I have just one article posted for this site at eZineArticles, one squidoo lens, and that's it.
Previously, parked, this domain was making somewhere around $10-15 per year with as little as 15 visitors per year (the CTR and CPC were both very high). After development, the number of visitors has gone up very little - just about 30 visitors/month. But I still made about $20 from it in one month, due to the very high CPC (my CTR is somewhere around 11%) and with just one single ad block.
So in effect, this domain will make me at least $200 per year passively. If I ramp up the link building and add a few more articles, I'm pretty positive it could go up to $500/year as I get more visitors.
Not bad for a site that took me about 3 hours to get up, including the articles (which were hand written - 4 articles took about 2 hours to write)
So yes, development is the way to go with keyword domains. You can significantly ramp up your revenue.
