What would be your marketing strategy if someone gives you 15,000 $ per month?

I would take $500-$1,000 and hire a consultant who could keep me from wasting the rest of the money on things that may or may not work.

General suggestions may be fine or may not work well for your situation. SEO and web marketing may be good and I use them a lot, but a TV ad or a well-placed magazine ad may be more effective. The bad thing is that you often cannot besure without trying something. A person with experience will know more than you and while they may also make mistakes, they should be fewer and smaller than ones you make.

I would spend a big chunk of it on improving and expanding my business/product/services/customer relations.

You can throw all the money in the world into promotion, won't do you any good if you don't have something worth promoting.

I expect that if someone thinks that would be a good marketing strategy, they will suggest it.

I would probably include that within the broad term SEO.

I would spend the money approximately 50-25-25 between SEO, highly focused PPC and email marketing (often overlooked but totally worthwhile)

SEOs can do those for a month especially if they are well experienced. SEOs.
