Maybe he's talking about the promotion they had with the .name domain extensions, but I honestly don't remember how much those were.

i dont think its a promotion... its a permanent price.

a friend of mine uses it, and its pretty good for her.

That service doesnt look to bad preoccupy, never personally registered any domain names there. However support and such look pretty reliable.

I have heard people saying you cannot modify the nameservers(do not know if this is 100% true). If this is the case it would be 100% waste since you really cannot do anything with the domain name.
