Looking for paid membership/referral scripts/site

I am trying to set up a site where a member pays a fee to join then is issued a unique referral ID/URL. They post the URL to refer other members and obtain credits for every sucessful referral. Credits are to be cashed out weekly and prizes will be mailed to the members. The whole credits/prizes deal is supposed to be behind the scenes so that prizes will arrive via snail mail without the member being aware of them coming. So I'm not looking for one of those affiliate scripts that allows members to log in and check their referrals. It is supposed to remain a mystery. That's the fun in this. This is NOT a MLM/Forced Matrix type thing. It's a simple referral program and payouts are a tangible snail mail product that the members are signing up in hopes of receiving.

That part may be simple but I want to complicate things and make the site a full-featured community if possible. This way members CAN post on a forum and get to know other members as well as letting people know the prizes are arriving. Otherwise there is no way to establish credibility.

I looked into CMS packages like Joomla, PHP Nuke, Xoops, etc and I have found ways to implement paid subscriptions but I am not a coder and have no way to implement the referral system.

I would be willing to pay a reasonable sum to someone that can present a functional site to me that fits my needs and if you figure out how to port such a thing to Joomla I know there were others looking that may also add some cash to obtain the code as well.
