Is there a list of ccTLDs that are friendly to generic second level registrations regardless of where the business that wants the domain is located? (e.g. .am, .fm. .tv, .io, .cc, .co, etc.)

Many ccTLDs are now unrestricted, and more popular than those you quoted.

I'm hoping to hand-reg an LL.ccTLD or LLL.ccTLD on one that is open to adult content for a shortening service. I actually already have an LLL.io (and an LLLL.io) but dot.io says no porn sites. .ly too, which is why I don't want to use no_url_shorteners (besides I would prefer a landing page so people don't get tricked into adult links with it and can choose to leave or continue)

There are some on .co but they are premium, there are some LLL.to and I might do that but with adult shortening I want a whois just because I think it is better if adult sites have contact info available via whois even if just a shortening redirect service. Needs to be easy to report abuse.

Popularity doesn't really matter, as just a private redirect service for adult sites I work with as a coder is what I want to build.

I'll find one.

I think there are still LL available in .is (Iceland).
Or Latin American extensions. But the question of adult content has to be considered carefully. Read the TLD rules carefully :)

Just registered 6969.us - I still have to check the policy on adult but I suspect okay on .us because of first amendment. Four instead of three on the SLD but given what the four are, I think it is okay.

Oh wow - well the domain name doesn't break the rules, I suspect that comes from FCC (radio has that restriction) - which may mean I have to avoid the rules on the pages itself, but since I am using it for redirects that shouldn't be a problem.

I'll e-mail them specifically and ask.

Weird that they did not mention it on any of the policy pages I looked at.
