liquid design_or what is this?

Thanks to those who tested the code on my site...

the design of this site was built to be liquid. however, as there are a few images on the top table the design falls apart when a browser window is resized.

can a kind person please tell me what my options are?...would I have to put the whole design within one table defined at 100%... or would there be anyway to make this view properly in a resized browser window. the second (grey) table also falls completely apart upon window resize..

any suggestions?
