.LA is the country code for Laos - located is SE Asia, between Thailand and Vietnam. The extension is run by Affilias, who run .INFO and some others.
.LA names are for sale to everyone, no residence restrictions, for any legal purpose, as far as I can tell.
They are promoted as the domain for Los Angeles, USA - That is a much bigger market than Laos, although Laos has a good sized population amd may someday be an economic force. Secondary meanings are Louisiana and Latin America.
Several Registrars have .LA, Dotster is $35 per year (Sometimes there is a $5. coupon). Their system allows you to buy two letter .LA, some of which are still available. (Many registrars are not able to process two letter sales because their system does not believe they exist). Seems like Moniker has .LA, I do not know how much. Moniker would be better service, although Dotster while slow, is OK.
There are still some good names in .LA, although there are less available than many other little-known extensions. It has a meaning - Los Angeles, one of the world's largest and wealthiest cities. The stability of the registry is not sure and the renewal cost is a lot more than .COM.
