Jpg > wmv

i need to make a 1 second .wmv file that is just showing an image the whole time
Basically something very similar to http://songs.videocodezone.com/intro.wmv

Can anyone please help me do this/tell me what software to use/do it for me?

i would just make an animated gif if i were you its a lot more simple
