ISP web design needed

Hi,

I'm new on this web design stuff .... Let me tell you what I need....

I have a website (I'm a internet re-seller, new in the business): www.montreal-dsl.com and due to the fact that we start offering now services in different provinces and Canada is bilingual I need to re-do my website to include a province and language selector.

The mother company website is: www.teksavvy.com
I'd need something with similar capabilities.

A friend of mine offered to do the programming but he said he's not good on web design so I'm looking around...
As per him, I should ask from the web designer the following:
- main page + 1 content page
- broken layout in html with divs
- optimized layout for IE 6 and 7 and for Firefox 2.0+

I prefer simple site, nothing flash ....
Main color should be orange with white background (I love www.orange.com but is too complicated)
If a logo can be provided it'd be great

Let me know how much it'll cost me and how much time you need to have it done
