Is This Against Google's TOS?

A page with just a search form and a couple of links, example:

http://www.freesubmit.org/home.htm

I'm going to introduce something like that to my community and I'm don't wanna risk getting banned by Google. Thanks.

Seems fine to me, you can add a Google search to your page anyway.
The code is availble via Google.

Yeah, but it's purely a search page ...i.e. without content.
