Price seems pretty low, although Ireland is one of the PIGS, so they are likely facing more economic uncertainty than in the US.
The domain was bought by Tourism Ireland (government backed tourism organisation) and it is to be used as a global brand for promoting Irish tourism. The main TLD in Ireland is increasingly .ie ccTLD. It was bought for approximately 7000 Pounds in 1999.

Considering that the Irish Times management was stupid enough to pay 51 Million Euro for a property portal site at the height of the property bubble, I'd guess you are a few years late. But they'd probably have paid at least $1M for that .cc domain. :)
