A couple of times I submitted and paid for domains...and got back a confirmation from ipower, only to find someone else had purchased the domain in the time between when I submitted and their billing dept. bought it. (One guy bought "mine" several hours after I thought it was mine.) They didn't even catch this. A month later I got a rude surprise when an offer was made, then rescinded because I wasn't the registered owner.
To test them, I bought several domains, waited 12 hours, went to another service and bought my own names before ipower got around to it. I have not bought anymore through them for a few months, so they may be better now, but you might test them by buying a name, waiting five minutes (it should be instant) and trying to buy the same name using godaddy or 1and1 or someone that has instant buying.
