Just blogged part 7 of my series on the sham comment period for the ICANN RPM PDP working group that is reviewing the URS and other rights protection mechanisms:

I found clear evidence of attempts to manipulate the public comment period outcome, through duplicative and/or coordinated comments.

Well, the same general comments (nearly word for word in most cases) were submitted 6 times by a group of European brand owners. If I did that, a hundred or a thousand times, I'd be called out on that. Why shouldn't those brand owners be held to the same standard?
