I would like a script similar to this one

I am a newby with very limited web design experience, but I'm a very quick learner. Is it possible for a beginner to create and manage a website similar to this one or will I definitely need a professional? And how is this script created? I hope that this is not a stupid question.

Just google them.

yea, as on!SPOT says, its just a form. most have fairly detailed installation files, so you could probably do it yourself. If not, they all have forums/tech support, or you can ask on here, most pople will set it up for you for free.

as linked above, SMF ( http://simplemachines.org ) is great for a free forum. phpbb is also good.

for paid ones, their are only really vbulliten and IPB that are worth it.

The site you showed was runing IPB (Invision Power Boards) and A site like this (NamePros) runs vbulliten.

IPB Is really easy to run, i grew up using it thats what pushed me into doing websites it used to be a free script but went to paid. They are not massivelly expisive i haven't seen a need for it yet i seem 2 not enjoy doing forums.

It's user friendly once installed so you should be able to handel it.

The best one to make it look like that is http://mybboard.net. There are a few themes which look similar to IPB. SMF is also a very good choice, but there is a lack of quality themes.
